Ulez and high miles or No Ulez and low miles

Hi Vanlifers,
I’m going to be doing a full conversion on a panel van, but would like thoughts on what van to purchase based on Ulez compliant or not.
Basically, should I go for a Ulez compliment but has high mileage or do I go non Ulez complaint with low mileage?
Is a Ulez and Lez compliance a big deciding factor when people are buying a Van?

This depends on your style of travel.
One thing if you do urban camping and expect to enter ulez zone a lot, and then how often/how much it would cost in fees if non compliant.
If you are doing nature travel and may be only occasionally in the ulez zone its a different story.
For me, low mileage is #1 in unfamiliar used vehicles because of risks and extreme mechanics work pricing.
I had dumped my Kalifornia residency with their crazy emissions requirements after I bought my motorhome, and I only wanted very low mileage rig which wasn’t easy to find for what I could afford to pay, no way I would subject my rig and myself to their emissions stuff in the county of former residence.
